Development in the floodplain requires a Floodplain Development Permit.  Development means any man-made change to improved or unimproved real estate, including but not limited to buildings or other structures, mining, dredging, filling, grading, paving, excavation or drilling operations or storage of equipment or materials.  Some projects located in a special flood hazard area might still require a floodplain development permit even if exempt from a building permit

The City of Yankton has issued General Floodplain Development Permit for some minor development and routine maintenance activities.  This includes only those projects and uses that have been determined to have minimal or no impact on flood hazards.  Please note that while some activities do not require an individual floodplain development permit, they may require notice.  If in doubt please contact the Community and Economic Development Department before you begin your project.
